Licensing Standards Officer

Job Description To carry out the statutory roles of liquor and civic Licensing Standards Officer (LSO) in terms of the Licensing (Scotland) Act 2005 and the Civic Government (Scotland) Act 1982. To monitor and enforce the provisions of the gambling licensing system established by the Gambling Act 2005. Requirements Guidance – acting as a source of information and guidance for licensees and for the community and any other interested persons. Mediation – mediating between local communities and the licensed trade or between any two parties where there is a need to resolve a local problem and develop a local solution and offer advice and guidance where appropriate. Compliance – supervising compliance by the holders of licences with the conditions of their licence, with the requirements of the legislation and with local policy. Responsibilities Experience of Licensing Standards work or other experience relevant to post. Current holder of or commitment to attaining the Scottish Certificate for Licensing Standards Officers within 1 year of taking up post. Educated to at least HNC level *, or be able to demonstrate experience relevant to the post. Ability to work with a high degree of autonomy. IT skills. Time management and organisational skills. Collating, preparing and maintaining records.Ability to act as a source of advice and guidance. Ability to comprehend legal information. Ability to drive a car (for travelling throughout Moray). Ability to prepare letters and reports for the Licensing Board/Committee. Ability to manage conflicting priorities and prioritise work. Ability to deal with difficult situations. Experience of dealing with a wide cross section of people. Ability to communicate effectively and appropriately with the public, trade, council officers, elected members and external bodies. Ability to develop effective working relationships. Commitment to ensuring high levels of customer service. Positive outlook.
